The debate on Congolity was also raised during the meeting between the Head of State and the senators, members of the Sacred Union this weekend in Kinshasa.
According to a senator who took part in the meeting and who spoke to a local media on condition of anonymity, the Head of State invited his interlocutors to " make good decisions " on the issue related to the “ Dual nationality ”.
The president of the republic has, always according to the same source, deplored the fact that “certain Congolese who claim to be of father and mother have left this country in the abyss".
The president said: “If the country is at this level, there are those who call themselves Congolese from father to mother who have left it in an abyss", according to statements reported by a Senator.
"Our brothers (from the diaspora) have done a lot for the Democratic Republic of the Congo. He invited us to think about dual nationality", added the senator.
The most official position of the Head of State to date concerns precisely the question of dual nationality. A few months ago, Felix Tshisekedi invited parliamentarians to vote on laws to involve the Congolese diaspora in the management of the country.
Congolity or Congolite is a political proposal by former presidential candidate, Noel Tshiani to let the presidency, and other key government and military positions exclusively to Congolese of both father and mother. This means if your father or your other, both in case of naturalized persons, you can never become a president of DRC, Vice President or member of the Military Council because you are not pure enough to be trusted with the country's leadership. Unfortunately Mr. Tshiani's proposal is getting opposition from everywhere including major political parties and the presidency itself.
“ I have lived abroad for a long time, I know this problem. We have campaigned from abroad with Congolese who have other nationalities but who are Congolese and fight for the Congo in the same way as those who are in the country. I have found it unfair to keep them away for all this time. A Congolese, whatever the nationality acquired after the hardships of life, is by nature always attached to his country. That's what I've always noticed, he loves his country even if sometimes we do a little too much but we love our country. We must allow these compatriots, I call them from the diaspora to be able to be at ease. Now, I am not imposing anything but they must be allowed to take part in the debate within their country including by actively participating in politics“, he urged the members of parliament (Deputies) of the Sacred Union during the last meeting in the city of the AU.
For several weeks, the debate on Congolity, an initiative of Noël Tshiani, former presidential candidate in 2018, has been the basis of a strong controversy.
For, he says, reasons of national sovereignty and to avoid infiltration at the top of the State, Noël Tshani proposes to “lock” the presidency of the Republic and other “sensitive functions” of the country to only Congolese of both father and mother, in other words reserve these positions only for the Congolese of father and mother period. Several political parties, personalities and many ordinary Congolese citizens are opposed to his proposal.
